I should add that this test is in no way representative of my own abilities, but it is representative of what the Rangers and Special Forces and Marines have to do. I also read up on some of what the Royal Marines and S.A.S. guys have to do. Serious physical fitness would be a must on the Joe Team.
There would also have to be a separate test for Road Marching with their gear. Something like 20 miles with 100 lbs ruck sacks in 5 hours as the minimum standard. Training would take place weekly.

Whew! Just keep me in the rear with the Gear. I'd be an Artillery guy anyway, and my 100lb pack would be sitting in the trunk of the Brawler as we towed my artillery piece around. Me and Short-Fuse would trade stories about washing out of Ranger School.

Yeah, all Joes when not on missions would have a required number of hours to log on the rifle range, PT course, pool and other assorted classes on a per week basis.
So who would the Joe training officer be? Somebodies got to keep track of who needs further training, who needs refreshers, who needs updates on the latest gear, etc.. How do the Joes handle that kind of thing?

I think it should go to a non-combat guy. It would be a full time job keeping track of all the Joes.

I'd let Rock & Roll Handle it. I use him as my CSM for the Joe Army, but he's a PT instructor and a Senior NCO. He would be great for that kind of work.
Scoop could handle it as well. He's a Journalist/glorified personnel clerk. Let him work it out. What else is he going to do? You can't video tape secret missions.

Here's something I never realized (thanks, Wikipedia) - Hasbro released a sports-themed character once a year for several years.
