They both served in a LRRP unit in Vietnam, so they were technically Rangers or Ranger qualified. Snake Eyes joined Special Forces to work for MACVSOG. As for Stalker, he may have too, it just isn't entirely clear.

But in ARAH, issue 22, both are wearing green berets. Rock N Roll and others are wearing the class A garrison caps. I'm not sure who the other two green berets are. There's also a sailor at the funeral.

Both Duke and Roadblock debut in the issue. It's difficult to discern which Joes are present, but I can clearly see Stalker, Snake Eyes, Rock N Roll, Scarlett, Cover Girl, Clutch, Gung-Ho and most likely Zap with his mustache. Wild Bill is leading a horse. The other Joes are clean shaven and indistinct. There are three men wearing officer caps, one wearing a sailor cap, and two with green berets. One Joe has a whitish beard, which I believe is Snow Job since he has a white beard earlier in the issue when he hits on Cover Girl. There are 21 faces being addressed by Roadblock in one panel, including the Joes I just mentioned.
Others that appear earlier in the issue and probably are in attendance are Short-Fuze, Torpedo, Flash, Grunt, Tripwire, Breaker, and Airborne.

Man, I made a PowerPoint slide of that photo some time back and put names to the faces that I thought were correct. One of the odd ones would be Doc because I think the colorist made a mistake and gave him a caucasian skin tone. I'll see if I can find it somewhere.

If I still have it, it'll be at home on my computer. If I could find the picture from Issue 22, I might be able to come up with the names. Seems I remember there were 3 Officers: Hawk, Steeler, and Doc (who was colored light tan/pink). There were maybe 4 wearing Berets and given that they got Doc's skin color wrong, I figure one of the berets should have been maroon for Airborne; but I'll just have to look and see if I can find it.

Yeah. The colorist on many issues sucked. G. I. JOE team members wore bright green BDUs with red collars and orange web gear. Cobra was worse: bright blue uniforms with red baclavas and orange web gear. I hated that as a kid. I wanted them to match the toys. Instead, we got superhero outfits.
On that note, I think it was Mike Vosburg who actually gave Snake Eyes and the Cobras "superhero Underoos / cod pieces" over their trousers. God, I hated that...

Well, in a somewhat defense, you've got to keep in mind what color pallettes were available to comic books back in the '80s. So, a lot of it may have had to do with picking a color that wouldn't wash out the ink details like black. Hence, black hair is highlighted with blue, etc.

But, there were several issues where the characters looked too much like superheroes with square jaws and muscular upper bodies.
