Someone revived an old thread with pics of typed file cards and I noticed it said Langley after Covert Ops School. So Steeler has CIA training?

Eric Haney's book "Inside Delta Force" said they all did a course on "tradecraft." A number of the original Joes seemed to have that too. Makes sense that Steeler would get that. He wouldn't have to be slaved to the MOBAT.

I've used this logic in my 'verse / fanfic in development to justify Joes with Covert Ops school training (Clutch, Hawk, Steeler, Rock n Roll,Scarlett) as having passed Operator selection in the Intelligence Support Activity.

The Killer Elite by Michael Smith, makes mention that (at least in the beginning) part of the Operator Training Course included CIA training at Camp Peary aka the Farm.

Flash and Breaker have Covert Electronics School training which I believe nowadays is the Technical Surveillance Operators Course (Basic & Advanced) which teaches technical surveillance electronics and advanced concealment development; covert audio collection; comprehensive theory & knowledge of CCTV equipment, digital still cameras, terminology, etc
