Apparently some Green Berets were warned off when the Hanafi Siege occurred, (https://en.wikipedia.org/wiki/1977_W...hostage_taking) - but they were never called upon. I imagine there were too many legal issues to work through, and this pre-dated both Blue Light and Delta (see 4th post down here: Blue Light: America's first counter-terrorist unit).
I've read that Delta had an advisory role at Waco. I imagine they'd want to downplay that one. I suspect that it would be highly unusual for any American military unit to conduct a direct action op on domestic soil. |

Another member mentioned here that (excluding Cutter's Coast Guard and the National Guard) that any action by the G.I. JOE team would violate the Posse Comitatus Act unless invited by the state's governor. I could literally see the Governors of California, New York and Hawaii telling the JOEs that there is no way they could operate within their jurisdictions. (I'm not being political. I think that is somewhat realistic [imho].) If a state was compromised by an undercover Crimson Guard who was elected to office, that could realistically keep the JOEs from operating in their territory, I would think.

I don't think that any governor is going to give any military unit carte blanche to run around their state. Aside from undermining their own security infrastructure, such a move would likely spark off every conspiracy theorist in the region (Exhibit A: https://en.wikipedia.org/wiki/Jade_H...iracy_theories)
I think the military will generally only be considered in the event of an emergency. If a situation was so grave that calling in the military was on the table, I'm sure that every governor would at least consider the option, if only to be able to afterwards explain why s/he didn't request that capability. I suspect that NY and Cal have a higher threshold for reaching that point simply due to the quantity of local resources available. I can't really comment on Hawaii - everything I know about that state comes from watching Hawaii Five O! The idea of CGs being elected is an interesting one. I get the impression that governing is larger than just one person, both officially and backroom/unofficially. I wonder how many CGs it would take in different roles (Governor, judicial branch, prosecutors, treasurer, chiefs of staff, public affairs, maybe the coroner?) to actually be able to govern in a manner that was in favor of a non-state entity? It would take years and millions of dollars to get all the pieces in place, so the payoff would have to be massive to justify the effort. |

I could imagine California wanting to secede to pursue whatever floats their boat. (possibly instigated by Cobra in the role of highly influential large city mayors, or big money Silicon Valley donor?) Although what happens to all the military bases in the State? Camp Pendleton? Coronado, Edwards?

I think if Cobra really wanted to affect America they would operate out of Mexico to push big agenda items, affect economy, throw some weight around. Mexico is practically a failed state, extremely corrupt and run by narco-terrorists. Cobra could step in on so many levels.
Much easier use for the Joes too.

Dont leave out Illinois, since their illustrious Governor would rather have the UN come in to handle Chicago's problems over the National Guard. Quote:

Having worked in county government for ten years I can easily see CG's infiltrating top levels of it. Offices such as treasurer, state's attorney, etc could easily have top clerks or attorney's that work their way to being advisors to their respective elected official and thus hold some sort of influence. In my own fan-fic I am actually going to have CG's working at the county government for whichever county Springfield belongs to. They'll hold some sort of power over several elected officials (such as judges, the sheriff, county chairman, etc) whether through mutual ideas, bribery, blackmail, etc.
Interesting tidbit on Illinois's governor. I live in the state and wasn't aware. |

I have been rereading the first Transformers series. In the first
couple dozen issues they had a Government Agency called I.I.I for Information and Intelligence Institute. They also had a special response force called the RAAT for Rapid Anti-Robot Assault Team. Now G.I.Joe really doesn`t have much dealing with the Transformers, as of late. How would G.I.Joe use these in their various battles? May have to change the name of the RAAT force to something that works for them. |

I always thought it interesting that the "elite" Crimson Guard were considered such low rank ("E-4 equivalent" on the file-card), then I realized: they are only a "low rank" within the CG organization itself. The lawyers (who went on to become judges and politicians) would wield considerable power, despite their "low rank," and nobody in the Cobra organization would want an accountant who answers directly to Cobra Commander to be watching over their shoulder for "wasting" resources and perhaps losing a battle that cost millions. I also like what one fellow thinks about the Shadow Guard (though never stated on the file-card): They are the last people you see in the Cobra organization and will haul you away once Cobra Commander has grown tired of you. Evil lawyers and accountants can really give you a bad day! Ha!
