Blackout, would be disqualified to join the Joe team because he failed his Psyche-exam, so he found his way into the Cobra ranks. In my family, that would mean, I would be Blackout?

To answer your question "Go to other SOF" I mean instead of the Air Force Special Tactics teams getting the mission, the SEALs get the mission. Although I know a few forces like Delta and Green Berets will have an Air Combat Controller attached to their teams, I think AFSOC wants to get their own missions. Quote:

I kind of see him as a pilot who transfered to the security forces once his sister joined up and became a Combat Controller, so he could be near her to help protect her. Don't CCTs and Weathermen get attached to Spec Ops units? I know Transformers isn't completely accurate, but Tyrese Gibson's character is Air Force and attached to Duhamel's Ranger (assuming Ranger or possibly SEaL) unit. Individual PJs, CCTs, TACPs or SOWTs can be attached to other SOF units for certain missions or full deployments. They can also be grouped together in various configurations as Special Tactics teams to perform missions on the own.

Security Guys like those in the Phoenix Raven Program can deploy with Combat Aviation Advisory Teams as Security Specialists.

A general in the film calls them Rangers, but I was convinced they were eitehr Delta or Green Berets. Except I don't think they wear green berets...

Nice Zulu you are always a wealth of knowledge. I guess the new Barrel-Roll filecard is an improvement as it removes all notions of him being a pilot, thus fixing the glaring problem of an enlisted man having a pilot MOS.
Still then the codename is fairly misleading. Then there is the obvious DDP discrepancy. I suppose there is no such thing as a glider pilot in today's military for enlisted personnel? Or experimental FreeFall? I'm thinking Gliders and Jet packs that are all used by enlisted personnel in GIJoe, Manleh, Starduster, Stalker, GrandSlam, Sokerk\Grunt, plus the new Skydive and Ripcords with that rocket glider backpacks.

The thing about this though is that unit lineages are mutable, units are stood up, stood down, and reorganized every so often, so it might be better to just stick with a fixed, "point in time" modern interpretation of GI Joe so to speak—just stick with a certain year or maybe a certain five-year period as your ideal modern GI Joe era—or you'll find yourself with the never-ending task of constantly updating this type of unit lineage-based stuff.
