I actually agree with this completely. I've always thought that CGs, Vipers, Blueshirts, Eels, Snow Serpents, etc. were seperate units that had their own rank and command structure but one unit doesn't necessarily outrank the others. Granted, the CGs may have a little more influence and privileges than the Blueshirts in the grand scheme of things, but as for day to day operations, they don't neceassarily have more authority.
Characters like Major Bludd, Firefly, and Zartan always seemed like independent contractors who were hired as needed. But even though they may not be "official" members of Cobra, they may be put in charge of Cobra soldiers if need be. For some reason Scrap Iron feels like an actual member of Cobra. Maybe it's his uniform. Major(Gen) Bludd and Firefly and Zartan are all paid and treated like Generals, should they lead troops. Bludd does so more often. I treat him as the Commander of the Infantry Forces anyway. Scrap-Iron and Copperhead are Colonels. SCrap-Iron stopped working for Destro 20 years ago. Now Crimson Guards that's an interesting one. For me since there are a million versions now. (This is my verse of course) All are officers, they are commissioned as Capt. right off the bat. You figure all are college educated and Lawyers or accountants. So much like our Armed forces they get commissions. They are the spies of Cobra as well. But they have other roles as well. Like the SS they are the best trained troops in Cobra. They are the Political Officers of Cobra, sort of like how Soviet era Russia was set up. So he may not be the field commander but he could just as easily put a bullet in the field commanders head and take over.. They are trained as military officers and are usually brighter than what gets put in the field. Shadow Guards are the Gestapo wing of the Crimson Guards. Crimson Guard Immortals are the Highest ranking CGs and they do serve as battle field commanders occasionally. They all hold the rank of Colonel. They are only tapped for duty to serve with Cobra Commander. Cobra Commander does not travel lightly armed. But he keeps his detachment with him at all times. If one of these guys tells you to do something you know it came straight from the Commander. Crimson guard commanders are 0-5 equivalents and they serve as Battlefield commanders and are the next step down. Most CGs are Capts or Maj and there is one attached to every unit. Like a Chaplain |

Here's an interesting thought...
Metal-Head is essentially the IG version of Scrap-Iron. Scrap-Iron has always been listed as working for MARS, Destro's company. So when Destro formed the IGs, why wasn't Scrap-Iron part of them?

The way I figure Cobra works is that the Vipers are the Special Forces, they don't have special ranks, but a Cobra Officer who is a Captain-equivalent could order around a Viper Sergeant-equivalent, but he'd think long and hard before doing so.
It might not be in the best interests of his continued health. A Cobra Trooper going to a Viper-Officer and complaining about a Viper would be pretty stupid. It's a good way to get "Official Cobra Hazing". He'd be lucky to just be laughed out of the room. Blueshirts are afraid of Vipers. Everyone is afraid of the CGs. They're like the political officers, I like that idea that Loose Cannon had, that's a good way to describe them.

He showed up in one issue. One of the Trucial Abysmia issues (where everyone was dying).
The Joes chased him thru the streets. He was kind of a nutcase. G.I. Joe Comic Book Archive

Vipers verses Troopers/Officers:
Many file cards explicitly and comics implicitly state that troopers are the lowest. Officers are officeres by title only and are the quivilant of squad and team leaders making them Junior NCOs (corporals to Staff sergeants.) and they aspire to become vipers. Vipers are basic infantry troops. No real specialty except nastiness and a bit of Hooah. In my Joeverse they are E-5 to 0-3. (although I think Neo-vipers are are better fit for WO and O3 plus but I hate the concept of Neo-Viper Commander.) I have made them Platoon sergeants and Officers and Campany Commanders. Plus I have squads of pure Viper serving as my Ranger equivilant shock troops that has E-5 plus and a leiutenant in charge. Vipers then train in specialties Viper + Mountain = Rock-Viper |

I imagine the named Cobras to be so of the worlds best in their respective specialities. Someone like Firefly is a great example, he may be the best saboteur in the entire world. The Joe's are picking the best members of the US armed forces so that limits the talent pool a bit, of course they have the funding for training. I think Cobra recruits from anywhere and they work hard at recruiting ex-military, especially ex-special forces.
In my Joe-verse Cobra's special forces are some of the best trained and experienced soldiers in the world, here's my logic. Cobra recruits ex-special forces from all over the world this gives them a very diversified set of skills. They also recruit freedom fighters with years of experience in guerrilla warfare. These guerrilla fighters have fought, to a stalemate, the US and Russian forces in Iraq, Afghanistan and Chechnya. I think this would make the Cobra special forces as good as or better than most in the world. I could see them lacking two things that the US has, first is the world wide intelligence network (although Cobra's isn't bad either). Second is the capability to move units and their gear around the world as fast as the US. Cobra can move small numbers of troops (platoon size)quickly but they can't move a special forces task force very fast like the US can. This is less important for Cobra because they generally don't need to react to developing situations (they are usually behind the crisis the US needs to rapidly respond to). My brother and I are working on making a custom figure(s) that is sort of a Cobra Green Beret. We haven't come up with a name for the unit yet but it's their job to train, and sometimes fight with, freedom fighters and terrorist around the world. Cobra's goal is to have as much worldwide instability as possible these guys are their means to help accomplish this. While the US trains the Green Berets to be able to work with and gain the trust of the different cultures from around the world it isn't easy and not always successful. Cobra's Green Berets on the other hand may be of the ethnicity, religion or culture and speak the same language(s) because they are from the same area (sometimes they may have family ties). This gives them a huge advantage over the US Green Berets. |

My CobraVerse Heirachy: part 1 based loosely on file cards and comic
General Infantry Command: ps Tele-Vipers hold on real command over troopers they are RTOs for Officers although they can lead a squad or platoon when needed. Otherwise they are part of the Tele-Viper core (where they have their own Heirachy) but are attached to groups or individuals - based on file card. Squad: Officer - Squad leader Troopers 2-4 squal equals platoon Viper (O-1/O-2 - Platoon Officer) Viper (E-7 - Platoon Sergeant) Tele-Viper (E-5+) 2-4 Platoons equals company Viper (O-3 - Company Cmdr) Viper (E-8 First Sergeant) Tele-Viper (E-5+) 2-4 Companies equal Battalion Vipers (O-4+ Battalion Commanders) Tele-Viper (E-5+) Any thing higher than Battalion Level are lead by named upper echelon Cobras: example: Major Bludd (Mercenary. Nice work, Jon. I think that offers a lot of clarity. Could these USAF Combat Control guys also call in Artillery fire, or are they only for calling in Air Support? How rediculous is it to have Bombstrike doing this job? Are women even allowed? They are not allowed in Army/Marine Corps Artillery, or Special Forces.
