OK so trying to find what administrative and promotion board points add up to to move up and it seems like, in the Army, it's about 350 pts to move from E-4 to E-5. 450 to go from E-5 to E-6.
Just for reference Special Forces Q course is worth 60 Administrative pts. Ranger school is worth 32 pts. Found this though: Promotion Point Worksheet @ armyawards.com

I think someone like Ambush is just young, although he's been growing that turn of the century Facial gear since puberty. Army Promotions to E-4 are pretty much automatic. So unless you're an exceptional performer, or have prior experience, you should be an E-4 after 2 years in the service, but you could possibly do it in one.
But really there is no way there is an E-3 Private First Class in the Joes. The security Clearance probably takes that long.

Sadly, I think the filecard ship has sailed. I just don't think enough people--Hasbro and fans alike--care enough to warrant a ton of effort being put into them anymore. Booooooo!
