General George S. Patton would be a shoo-in. It's sort of forgotten and deliberately brushed aside now, but he was all sorts of superstitious and believed in reincarnation... at certain times, he's claimed to have been a reincarnated Roman Legionnaire or a reincarnated avatar of Hannibal himself(!). They even touch on it in one scene in the Patton film starring George C. Scott.

I always thought Serpentor needed some other DNA to balance out the pure military-ness. Someone like DaVinci, Confucious etc. Otherwise there'd be LOTS of internal conflict 'cos psychologically all the different military leaders had different approaches to war and politics....d'oh...just realized that's why he needed Sun Tzu's DNA..never mind.

Love the Patton movie. He'd be an excellent choice. Some others would include: U. S. Grant (good general, so-so president), Rommel, Washington, maybe Schwarzkopf (I know, he's still alive).

I wonder if he'd have voices in his head or how it "works".

Well, straight DNA from someone would never give you any hint of how their mind worked, so - since this is already in the realms of science fantasy - you could work that out however you wanted.
I always figured on something similar to Sid from Virtuosity.

How do you guys treat the Iron Grenadiers on your cobra troop heirarchy? It appears they have more training in combat than all but the elitest of the viper corps and are trained in sales similar to the way CG's are trained to have a specialty outside of being a bullet stopper.

My Joeverse has Cobra, the IGs, the Coils (Serpentor's forces, which are basically the RoC Neo-Vipers) and (calling 'em for now) the Red Shadows (the RoC MARS Troopers). The Dreadnoks are a merc unit associated with Cobra. The Red Ninjas work for Cobra. Nightcreepers are mercs that work for the highest bidder. Red Fang is a solo character and is Serpentor's personal ninja.
