Tracker (the Navy SEAL, not Spirit) seemed to me to have elite skills even for a team of elites. The write up on his file card sticks out in my mind. I never liked his 91 figure look, tho.....

Mace for me.
I always think of him as some Jack Bauer type dude.

Ooh Mace is a good one too. He's sort of the Chuckles replacement, but I saw him a little different.
For me No. 1 would be Claymore. He had a cool appearance in DDP. He was the first Ground Officer in the Joes, aside from Hawk. His filecard has him being a total badass.
Mercer is No. 2 for me. But I prefer the Version 2 Mercer with the Beard. Since version 2 is from Virginia (my home state) that's the one I choose. I've changed his story around a but. My theory is that he was actually undercover the whole time. I view him as an ex-Special Ops guy who Gen Flagg sent undercover like Rourke from DDP. when he first returned to the Joes he was still using the Felix Stratton Cover name. Later on he was able to drop his cover and resume his real identity and his full rank of Sgt Major as Richard Cecil.
No. is Skullbuster. I can't even tell you how happy I was to see him show up in both DDP and now in IDW. I hope we get to see more of him. He has to be the biggest bad ass of all the Cobra Operators. Sure Firefly and Storm-Shadow and Zartan are awesome but Skullbuster is just ruthless. I see the Range-Vipers as Green Beret equivalents in my verse.
Next Big Boa. Also happy to see that he is going to show up. He needs a new look but I like to see him more as a weapons and tactics trainer than just a boxer. Sort of Skullbuster-lite. I imagine they would be friends or rivals or Brothers.
Interrogator. Totally awesome to see him in IDW I just hope it's not the last time. I'd love to think of him as a loyal soldier form the beginning. He was CC's first Tele-viper who also served as a Bodyguard, and was tasked with information retrival. And he is very good at it.
Dodger- Love this guy too. As the only surviving member of BF2000, I like to think he has a chip on his soldier. He is also a Laser trooper as well as a mechanic, and a senior NCO so he demands some respect in my book.
Steam-Roller- I like to see him on an adventure without the MCC. his one appearance in Marvel was a memorable one for me. He's a big dude, I don't know what else he could be qualified doing other than driving a big vehicle.
Scrap-Iron has really had no love. I think he would make the perfect team commander who is tasked with retrieving stolen tech.
Others: Sure-Fire; Big-Brawler; Tollbooth as a SF engineer Sgt no hard hat; Rampage (Beachhead's buddy); Wreckage; Night-Fox has a ton of potential as well;
Improvise, Adapt, and Overcome.

Chuckles (I havn't read the newer stuff where he might be better used.) I always wanted to see him hidden within Cobra long term and introduced as an ememy who the Joes don't know.
Mercer. (Intergrated with the above story.)
I list more but I have to go.

Tunnel Rat is my fave Joe but I don't think I'd really call him underused - he got a fair amount of facetime under Hama. I'd like to see more time put into fleshing out his mutiethnic background, and identity a little.
I like Hit n Run a lot too, would be interesting to find out more about his background.
I'd like to see more of Big Ben - not just as a one dimensional British guy with an accent who says archtypical British phrases, but perhaps a slightly deeper treatment - perhaps he could be used to illustrate the differences between the US and British military mindset?
And who do the Joes go to after a tough op when they're struggling a little with PTSD, and need a little heart to heart chat? Probably not Flint or Leatherneck - how about Psyche Out, Lay Jaye, or one of the medics?

He should be used MUCH more often. Scout snipers are essential to a good team.
Hasbro or GI Joe Club, Please make these figures:
Fast Draw, Sneak Peek, Blizzard, Lightfoot, Rampart, Salvo, Stretcher, Sub Zero, Undertow, Astro Viper, Laser Viper & Overkill.
And these vehicles: Cobra Moray, Cobra Ferret, Night Raven, Devilfish, Whale, Dragonfly, Mauler
THANKS FOR THE UPDATED MODERN ERA RAH FIGS!! My list gets shorter!

couldn't agree more....also would really like to see Fast-Draw utilized more....he was a very solid figure....but seriously under-used in the story lines
other Joes would be Hard-Ball and Rumbler
