I was never a fan of Flint growing up. The America's Elite version change my opinion of him though.

Can't use any of the characters that were more fleshed out in the carton versus the Marvel Comic, so that means Shipwreck, Bazooka, Alpine, Leatherneck and Wet-Suit can't be used.
Can't really use the DDP comic either, since it was supposed to combine the popularity/personalities of the Marvel Comic with the Cartoon. So basically it's comparing the Joe comic to the cartoon. Falcon - cartoon he was Duke's brother and lazy (at the beginning), in the comic he was more of a Flint-type, more the green beret he was supposed to be. Major Bludd The biggest would be Storm Shadow. Just an honorable ninja in the cartoon, more complex in the comic.

im obviously disagreeing about zartan the man is genious he played by his rules screw the joes screw the commander money first loyalty second yes his mythos is pretty messed up but alot of the characters are like everyone having some sort of beef with snakeeyes , but he was awesome changing into different people and just popping up out of the shadows come on thats just cool!!

Keeping in mind the only cartoons I've seen in the last 10 or so years were the ones on the two DVDs that came with the first DVD sets, so I'm going by memory here...
Cobra Commander is probably the prime example. Storm Shadow is another, and Snake Eyes might as well be. Destro and the Baroness to some extent. Major Bludd. Chuckles is a MAJOR one. Tunnel Rat. Jinx (pretty much any of the new joes introduced in the movie).

The problem is that so few Joes got majorly fleshed out, personality-wise, in the comic series.
More of them got personalities in the cartoon. Cobra Commander would be the biggest though, now that I think about it, cartoon versus comics versus figures. In the cartoon he was part reptile, a member of the Cobra-La race. In the comics he's an angry business man.

I never liked the look of Chuckles or Quick Kick and they really never did anything for me! Duke still #1 though
