Lucius Blackford, a brilliant nuclear scientist, enlists in the US Navy after completing doctoral work at Trinity College. He is commissioned and serves twelve years as a nuclear engineer in the Navy. After discharge from the Navy, Blackford returns to his small hometown of Springfield.
During his doctoral work and subsequent service, Blackford has designed a new type of clean nuclear reactor, which requires no fissionable materials and operates more efficiently than all existing designs. He proposes to invest his own personal wealth to build his reactor in Springfield, which will provide free electricity to the town and most of the state. Universal Petroleum, a global energy corporation, learns of his design and attempts to buy the plans for the reactor, but Blackford refuses. Dr. Appel, a seismologist who works for UP, is also one of Blackford’s Navy buddies. Dr. Appel learns that UP has hired a private military contractor to obtain Blackford’s technology by coercion or theft; he warns Blackford of the danger. Blackford builds a small-scale prototype of his reactor in order to lure the mercenaries and expose UP for its unsavory practices. The mercenaries take the bait, but there is an accident during the assault, causing the prototype reactor to overload and detonate. Blackford and the mercenaries are apparently killed, having been vaporized in the explosion. With their attempts to obtain the reactor apparently foiled, UP bribes legislative and regulatory officials, who cover up UP’s involvement and use the accident as an excuse to prohibit new power facilities in Springfield. Simultaneously, some of the town’s citizens receive anonymous messages from someone claiming to have access to Blackford’s design. The town leaders begin meeting in secret with this person, who wears a hood to maintain his anonymity. Using an existing local construction company, Arbuckle Concrete, the hooded man employs most of the town’s manpower and begins construction of the Blackford power plant. To hide the reactor from the government, it is built below ground, and a new High School is built directly on top of the site. Although the construction almost bankrupts the town, the power plant is successfully brought online, producing massive amounts of electrical energy. Fake solar panels (actually colored plastic) are installed on every home and building in town to account for the power generation and maintain the ruse. The surplus energy generates substantial revenue for the whole town in the form of refunds directly from the power company. The government and the power company, suspicious of the surplus power generation, subject the town to constant harassment and intrusion, but they never find any trace of the Blackford reactor. As a result of the harassment, the whole town becomes increasingly anti-government, paranoid, and militant. The hooded man converts Arbuckle Concrete (now called ARBCO) into a private security company. ARBCO acquires large stockpiles of weapons and ammunition, and its employees undergo intensive paramilitary training. Under contract to the town, ABRCO provides security and ad hoc law-enforcement. The county Sheriff, who secretly works for ARBCO, refuses to cooperate with federal regulators, effectively isolating the town from outside interference. As their benefactor and guide, the town is fanatically loyal to the hooded man, and begin to refer to him simply as “Commander.” Soon, Springfield’s road maintenance, real-estate development, school administration, and even hospital staffing are contracted exclusively to ARBCO. After a short while, the town is wildly prosperous under a single employer with a single vision. The Commander continually rallies public opinion against the “rogue US government,” and he incites those who are most fiercely anti-government to join an organized militia, which he names: COBRA. Finally, under his direction, his covert army begins carrying out terrorist attacks against government and military personnel.
