Is Brazil Toy Starved?!

I was writing in another post about the time I sold approx 100 Marvel Legends figures loose and complete on eBay. I have also sold a slew of Joe stuff and it seems at least half of my buyers usually hail from Brazil. I get a few from China, too, but mainly Brazil.

Does anyone know why the Brazilians are such toy lovers? I don't know jack about distribution in South America (for toys OR drugs - heh), so I was wondering...
