This guy on ebay has them:

GI JOE 25th COBRA ARCTIC & DESERT SQUAD SET ( IN HAND ) - eBay (item 350100234194 end time Sep-22-08 13:48:17 PDT)

Either he got them from a convention display somewhere (?) or they're on their way...

the Major Bludd of this set looks a lot like the 83 Version better than the Wave 8 Version.
