I've found that Stynylrez by Badger works great for modern Joes. I mostly airbrush it but I have hand painted it straight out of the bottle too and it's very forgiving. Ultimate Modeling Product (UMP) primer is the same stuff relabeled.
I like Tamiya rattle can primers in general but found they don't play nice with the softer plastic modern Joes use for their lower legs and arms.
