Buy all the Flint as Cobtra trooper bodies you can and use those arms. That figure is in low demand and often in bulk lots.

I used 25th Cobra Flint lower arms or any of that type of arms and cut off the sleeve cuffs and modify to relocate them to the bicep.
I did a tutorial a while back. Pictures aren't showing up for me for some reason right now, but it might work later. http://www.hisstank.com/forum/g-i-jo...-tutorial.html

Holy crap, you're right, I didnt realize it was almost 10 years ago. I did that on Clutch, RnR, and Breaker as well.
