artist chalks, or you could buy the purpose-made Tamiya kits.
There are a couple of PDFs in here that should prove illuminating: http://www.bigscalemodels.com/links/links.html |

There are several ways to go about it. Depends on what you have on hand, and if you want to buy some new products or not.
Obviously, to get a dirty look you can use paint. You can use a wash for a lighter dirty look, by wiping it off after a few seconds. It will run down into the crevices and grooves and make your stuff look dirty. Or you can get a little dirtier by leaving it on, and doing more and more layers will build up the dirty look. You can also buy a product by Tamiya called weathering sticks. They are basically very similar to paint sticks. I've also used paint sticks, which are basically paint in a "solid" form. You can (kind of) see the product used in this photo: Up on top of the treads I put a few globs of the paint stick to look like dried mud. If you wanted it to have a wetter look you could go over it with a gloss coat of sealer.
