How do you paint black, white and skin colors in photoshop?

i'm afraid this request is too vague.
the basic answer is choose your color, define the area you want to color with your marquee tool(polygonal is the best) and use the paint bucket to fill... to define color, there are 'color swatches' located at the bottom of your tool bar, which you can click and choose through your hex-color pallet.

If you mean flesh tones, best thing I've done personally was find photos online of the skin color I need and just color sample from there, and do what Scroll142 suggested as well.
