Can someone explain how it works, what it does, and how to do it?

Nah, I don't think that would work. You might be able to do it with some styrene rod tho, or some kind of sculpting material like Fixit.

if you want to make the neck longer you can still use the hot glue trick...just hollow out the head you will be using, fill with hot glue and set head onto neck ball at the height you want it to sit...make sure to lube up the neck ball with some vasolien or olive oil first or the glue may stick to the neck ball and not the inside of the head...when the glue drys in a few minutes, trim it up, all done
this is how i do it... |

Yeah, you can do that too. I thought he meant to physically make the neck longer. I don't think that would work with hot glue.

well wild bill has a stupidly short neck and I want to put beach heads maskless face on it... I have green stuff but I dont see how I can make it extend the neck. I pretty much need the ball joint to be on top of the ball joint that is already there... can hot glue do this? can it do it well?

Here is a quickie tutorial for extending the neck. I had to do it on Grand Slam for my Cobra de Aco.
