What's a good way to make water without actually using water?

You can condense it from the atmosphere. If you're talking about making it from scratch though, you'd probably need a lab equipped to create iodized water.

Snappy remark about Hydrogen and oxygen....

use a mirror like item like a beveled mirror in a curve shape to represent water, or go to an arts and crafts store they ususally have landscapes for either train sets or xmas settings with water that has a glassy look.

why not candle wax? buy those $1 candles and melt them and then set it out in a ply board or something and viola.
i guess it depends on what you wanna do for your dios.

You can also find a clear wavy plastic.. usually used for sliding shelf doors.. real big in the 70's. I was looking for stuff to use as water and ice as terrain for 40K.. saw some irredecent stuff back near the siding insulation at Home Depot. May be a good spot to go look.
