The IDW stuff isn't connected to the old Marvel or DDP stuff, except for the forthcoming ARAH run with Hama.
So you can start with any of the IDW stuff. Origins 1 to 8ish take place before Joe (main book) #0. The rest of Origins takes place at different times, some before Origins 1 to 8 and some after, Zartan which is directly prior to Joe #1. Beachheads and Ripcords are prior to the start of their time at Joe. Snow Job's isn't sure when that takes place but probably before #0 but after Origins 8ish (when Hama's 2nd arc ends). Cobra's timeframe hasn't been specified, so can read those whenever. If looking at the old Marvel, then I'd start with ARAH #1 to 50, and then read Special Missions alongside ARAH as some of the stories from ARAH continue in Special Missions. Then after Joe #155, can read the DDP run, ending with America's Elite.

Actually if you have not ever read the current series pick up the two trades, it is a great read when you read it all together. Dont be persuaded by people that tell you it sucks. The only downside is there is not alot of characterization in it.

The new book is good. I enjoy it just as much as I did ARAH, which got me into comics in the first place.

I would just read Special Missions and the first 3-4 volumes of the main series. It starts getting emo after that
