Ok, I just read #155, the last issue. The joes are closing down the Pitt because as Hawk says, they are closing down. Now, the previous issues, 151 to 154 make no mention of the joes being shut down. When and who (besides Hasbro and Marvel) decided that Cobra was thoroughly defeated and the GIjoe team was no longer needed? Did I miss something? Also, on the last page of 151, the original Joe is given orders saying that he is reinstated. Besides being flown by Ace to Washington, in the next issue, whatever became of that reinstatement?

Not a whole lot made sense over those last five or six issues. The last we see Cobra Commander, he is being rescued by a brainwashed Storm-Shadow. From there we get the reinstatement of Joe Colton (the original Joe), a flashback Joe Colton story, standalone Scarlett and Roadblock stories that read like fill-ins (but involve an active Cobra), and the series concludes with the closing of the PIT in #155. I suppose it wrapped up in a way that left the door open to come back. Even one of the Joes mentions that the "PIT has to be ready to be reactivated at a moment's notice". I can only assume that TPTB at Hasbro called it quits and TPTB at Marvel assumed that the series had run it's course.

Basically, around #152, someone (either Hasbro or Marvel, I think Marvel because at that time there wasn't an ongoing toyline to help boost the sales of Joe and the sales were starting to sink and sink fast... for years, thanks to the toyline helping it, Joe was one of Marvels top sellers) decided that the series was going to end at #155 (why 155? probably because it's a nice round number. there really aren't that many series that get that high anymore, even back then it was kind of odd, so they allowed Joe to get that "honor", would have stopped at 150 but they were already past it...).
So there's 2 issues of fill-in well Larry writes #155 to provide a nice closure to the Joe series and provie a nice wrap-up.
I love #155, great story.

There's really no "reason" why the book ends at 155. Hasbro was discontinuing the toyline in 1994, and Marvel had no interest in continuing the book. So they finished out the year, and ended it. Issue #155 carries a December date, meaning retail stores (like Barnes & Nobles or anywhere with a magazine rack) would discontinue selling them at the end of 1994. I imagine that, more than anything else, determined which issue would be the last.
Of course, 155 was released in November, and the actual last issue, the "Special" version of Issue #61 with Todd McFarlane's artwork was released in December.
The two filler issues were written years earlier, meant for emergency stop-gap purposes, should any issue of the series be held up for some reason. Issue #119 is an example of those filler stories being used as they were meant to be. Issue #143 is another, with a wrap-around story created right before publication.
Apparently Marvel had these two sitting in a drawer for years and wanted to make use of them. The atrocious artwork betrays their rushed nature (the art was certainly done in 94). They don't make sense in terms of continuity with #150-152, but they weren't meant to.
Cobra wasn't defeated, G.I.Joe wasn't victorious. The book was cancelled, and the last issue is indicative of that rapid ending. The Joes aren't done, the government just doesn't have a reason to keep them around. Cobra becoming somewhat "legit" by backing Borovia's annexation of Darklonia, Trans-Carpathia, and starting war with W-Land may have bumped them from G.I.Joe territory to full-on military threat.
Of course, in the Devil's Due era, the Joes deactivation was a ploy. Colton was reactivated so the Joes could use his laser system as bait, transporting a vital laser component for Cobra to steal and install in their computer network. The component contained a virus that crippled Cobra's world-wide network, and disabled the Brainwave Scanner, freeing Baroness, Storm Shadow, and Billy.
The UN then drove Cobra out of Europe and Cobra Commander went into hiding in the Mid-East. We never saw that part, but it was mentioned once or twice.

Joe Colton being reinstated and most of everything after 151 takes place in Frontline 1-4, it was almost as if 152-155 didn't happen.
So go pick up Frontline 1-4 and it continues where it left off.
Issues 152-153-154 were in my mind "Filler" issues that they had either pre-written or completely finished in case there were delays in producing the monthly series... in case someone was sick or something drastic...
There were a few times earlier in the series that they did that... issues 20-21 left the readers scratching their heads wondering what was going on, you have a huge battle in 19, Flagg was killed, then the next two issues had a story about Clutch and an off panel story about Scarlett getting kidnapped, then they got back to the story in issue 22.
I always felt it was odd that in issue 152, Joe had to shave his beard for the mask to fit on the jet, got reinstated, then we had two issues that were completely out of place, they were still good... but then it was over... :(

I thik number 20 was so out of place because that wa assitant editors month or some such, and wasn't written by hama. I think it was acrossthe line with marvel books. they mention something about it on a later issue's letter page

As for #152, that was a contractual obligation on Marvel's part, the celebrate the G.I.Joe line's 30th Anniversary. They did the same in #86, when Hama introduced Colton.
Otherwise, everything you said was exactly what I said. The issues in question *were* filler, and have never claimed to be anything but.

This is some great info. I didn't remeber about cobra stealing the component from the laser to deactivatedthe brainwave scanner.
I wonder when they will dust that thing off for the IDW run?

153 (the Scarlett vs BAT issue) was written by an editor from "Web of Spider-Man". So it reads like a Spidey story, with the BAT taking the place of a Spider-Slayer and Scarlett for Spidey. Yup, total filler.
Anyways, the title's demise was sorta' out-of-the-blue. Issue #150 had received a minor push from Marvel, as they spotlighted it in their company-wide "Hype Box" in "Bullpen Bulletins". So it's up to fans to decide exactly WHY the Joes were shut down.
There is the "Frontline" explanation, but since the DDP stuff was essentially "fancy fan fiction", I think that's just another fan's explanation. I tend to think that the Jugglers finally got to the team. Circa issue 100, General Hollingsworth mentioned that the team was being shut down... but that plot died off and everything went on.
When Cobra invaded Eastern Europe, circa issue 144, Dr. Mindbender mentioned that they took precise care to NOT shoot civilians.Thus, the media never covered the invasion and nobody cared. So in that regard, Cobra was operating in some unknown countries, but doing harm to nobody-of-mention. Another reason why the Jugglers might have though the team was obsolete.
Off the panels (in the "real world"), Kenner and Hasbro had merged in 1994 (or one took over the other, I forget). Kenner was planning to release a new line of retro 3.75 inch Star Wars figures in late 1994. So there's some fan speculation/rumors that Kenner saw the Joe toys as competition, and the re-organized Kenner/Hasbro conglomerate made no effort to continue the line.
