Duke was pushed to the forefront in the cartoon as THE leader. Hawk wasn't even in the cartoon until his 86 release. Then in most recent years Hasbro has kept Duke out front with multiple versions and repaints of figures.
So cartoon then toys.

Hasbro needed a poster boy to sort of pin the image of the G.I. Joe line on. Duke, with his all-American good guy appearance and position as one of the leaders of the team, seemed like the perfect choice.
I know Larry Hama has expressed some distaste for Duke or, more specifically, the way Hasbro saw him and Hawk as interchangeable, making it difficult to flesh Duke out as a character beyond the boring whitebread hero.

It may not have been THE reason Duke became big, but I think what got the ball rolling is when Duke was released as a mail-away figure. We all knew he was the field commander from the file card. Any figure that was a mail-away (near the beginning) got a lot of 'street cred' back in the early '80s. Cobra Commander, Major Bludd, Duke, Sgt Slaughter, Starduster and the Joe you could "become" yourself.

It should be noted that Larry Hama hated Duke. He's said so on a number of occasions. He felt as though Hasbro was pushing him to use this new "leader" character, after he had been developing Hawk and Stalker for the last 21 issues. Duke was invented by Hasbro to be the new "All American Leader". He looked more like a poster boy for the Arian Brotherhood.
Duke's fame comes from the Cartoon, but so does Flint's if I'm honest about it. Both Duke and Flint were pretty lame in the Comic. Duke was borderline incompetent and Flint was pretty much a self-centered jerk. Hawk was always Larry Hama's 'Leader' character, and Stalker was always Hama's choice for a Top NCO.
Why aren't there more Joes from the Deep South?
And would it kill Hasbro to give us a Marine Corps Officer?

Sgt. Stalker was the man and I wish Hama would have been able to develop him as he felt. I always liked the comic better then the cartoon, and as many have posted before Duke always got caught.
Way to lead the team that's the kind of guy I want out front, getting captured all the time.

Duke was fleshed out a good bit more in the Devil's Due comic, going into his past as well as what he was up to during the time between when the Joe team disbanded & when it reformed.
But back in the day, it was the toon that launched Duke's fame. I, as a kid, thought Duke was awesome from the toon (mainly when he fought & beat the giant guy in the arena of sport then went on to escape from the cobra temple in the 1st Joe minni serise.) I was always a comic fan first when I was a kid & was somewhat disappointed that Duke didn't have a bigger role in the comic.
One thing that I did like about the DD comic run was that they seemed to develope a lot of characters (Duke,Flint, LJ, Stalker) in their roles outside of the Joe team.
