If you look over governmental decisions just over the last 100 years in Nazi Germany, Turkey at the end of World War I, Russia under Stalin, Cambodia under the Khmer Rouge, Iraq in the 1980s and 90s with the Kurds, Rwanda and Serbia in the 1990s, and China even today with their "one child" policy, just to name a few, then you might get an idea for how governments try to control populations. It has been done, flash.
