Background:
I'll be the 1st to admit that I was a big fan of the figures rumored to be in the wave 16 singles lineup as it featured a few of my favorites.
But much to my dismay, as with the rumored waves 14-15, wave 16 had been canceled by Hasbro on the single card format...
the wave consisted of:
WAVE 16
37440 Alley Viper
37441 Scarlett (Resolute)
37442 Scrap Iron '84 (version 2)
37443 Red Star '91
Now as we've seen, there is a good possibility that these figures will be
allocated to other venues for the ROC line, as shown with Alley Viper being put in the new Cobra 7-pack... And I am sure Resolute Scarlett will come out (some where down the line) as we have seen (what is most likely) her newly tooled legs on Helix, & with the positive response to Resolute, & adding the fact that Hasbro possibly paid for a mostly newly tooled Resolute Scarlett figure, that they will find a way for said figure to eventually see a release within the next year.
So what about the other 2 Wave 16 figures? Well, after further speculation, I was not entirely sure that these versions of Red Star & Scrap Iron would see a release later on, as they are new constructions but not newly tooled figures. And with Red Star being one of my favorites of the 25th line, you can bet when "Test Shots" of both rumored wave 16 Red Star & Scrap Iron popped up on ebay from Black Sheep Toys, I couldn't take a chance on passing, as these 2 figures may not see a general release, as they don't fit with the ROC line aesthetic & may be to similar to the original Modern Era versions in these decos, to warrant being repacked later on.
That's my theory anyways, but let's get to the figures...
http://i24.photobucket.com/albums/c44/teelamotu/GI%20Joe/DSC01702.jpg
RED STAR '91: ***** (5 out of 5)
Red Star is the exact same construction as the original except this time he comes with the new & improved/updated "Duke arms", rather than the original "slash wrists" versions. He includes all the same fully loaded gear as the original 25th release (hat, backpack, satchel, gun w/round, Spetsnaz ballistic knife, & a pistol), but the coloration on the figure is meant to match that of the original '91 ARAH Red Star & features everything from the vintage painted t-shirt to the (very) faint camo on his jacket. His weapons are gray & his outer gear is brown. There are some paint app differences like the backpack no longer says "OKTABPR" but has the snaps painted instead, & the shirt no longer has the left shoulder insignia but now has the oldskool faint camo painted on, the satchel also does not feature the red star on it, & the hat rim is not black but blue. So even though there are some nice drab paint apps & changes made on the original 25th release, I still think through the other various improvements (like the more accurate/warmer '91 colors & improved arms), that this test-shot version of Red Star will hold some pride in my collection... as it may possibly go unproduced for retail & is more of a definitive-classically-inspired Red Star for me. :)
*UPDATE: This test shot figure is now sold out @ Black Sheep Toys 5.19.09.

SCRAP IRON '84 (ver 2 ~new construction) **** 1/2 (4.5 out of 5)
Although this version of Scrap Iron may look very similar to the comic pack one (& is in color, as they are nearly identical) he features a more accurate construction to the original ARAH interpretation.
Comic Pack construction: Scrap Iron head, Viper body, Cobra Trooper arms/legs
'84 version 2 construction: Scrap Iron head, Shipwreck v1 body, Airborne arms/legs

It's through these subtle changes that Scrap Iron becomes more accurate to his original ARAH expression, & I can tell you the construction is more solid & makes him slightly bigger in height. The upcoming ROC Scrap Iron (with ATV) does not offer this construction either, so it is truly unique (so far) to this wave 16 unproduced version. He comes with the same pistol as the comic pack release & the control/tube to his missile guidance system. The colors are nearly identical with a few color swaps due to the new construction, most notably the unpainted knee pads, the "dead" colored skin, & the MUCH clearer dark visor. He also has a nice working holster on the right "Airborne" leg that is much better than the "Arctic" version or the empty knife slot on the Comic Pack version, as it holds his pistol snug.
This test-shot figure sold out very quickly (out of the 12 offered) on Black Sheep Toys... And so far there hasn't been a better Scrap Iron offered in retail imho.

Thanks for the stellar review SB! Red Star is one of my favorite characters too and i would love to have a carded version of him. Since it may never happen though i might just have to pick up on of these. The colors on him are great in comparison to the CP one but i would love to have both!

The new Scrap Iron looks pretty good, using Viper parts helps bulk him up a bit. I don't care for Red Star that much, the brown they used is too saturated for my taste.

I agree and think I mentioned in some thread somewhere (there are so many now) that I don't think these 2 will hit mass release either. It just wouldn't make sense on Hasbro's part. For Scrap Iron, there's already a movie version coming and they are using the Airborne tooling on the RoC Airborne, so this Scrap Iron seems redundant. And Red Star just had a recent comic pack that's still around in places. So with NO tooling investment on either of these two, they really don't lose any money by not releasing them.
it's why I had to get them both when ws_toys offered them. Plus they're far superior to their previous counterparts.
It also worries me about the Night Force Falcon. But at least that one has his other Night Force counterparts coming out, so there's at least a reason to release him. Plus I don't think his tooling is in use on any of the movie stuff, so it should be available.
Part of me wonders if the Resolute Baroness will come out. There IS new tooling (head, hair, glasses, skirt), but is it enough to warrant a new release with at least 2 movie Baronesses on the way and a 5-pack Baroness already out? Don't know, but I'd question it.

That's the same reasoning I came up with my friend, I see them getting easily pushed aside because of the things you just mentioned. :)

Agreed. When he posted them I was like, this might be it, & if it isn't, it probably won't be any time soon or in these decos...
It also worries me about the Night Force Falcon. But at least that one has his other Night Force counterparts coming out, so there's at least a reason to release him. Plus I don't think his tooling is in use on any of the movie stuff, so it should be available.
I also thought the same thing about NF Falcon. He's the only other figure from waves 14-16 that I could see get the axe, but now with the other Night Force themed characters I think he'll be back. Great minds think alike.
Part of me wonders if the Resolute Baroness will come out. There IS new tooling (head, hair, glasses, skirt), but is it enough to warrant a new release with at least 2 movie Baronesses on the way and a 5-pack Baroness already out? Don't know, but I'd question it.
Seeing it's Resolute & she has the new hair/skirt etc, think we'll see her at some point, plus she's a key character that will be even more key after the movie, with fan boys hungry for Resolute merch I think she will get a proper release, I just wish they would reboot her colors to be more Resolute cartoon accurate & get her some lipstick & better glasses.

both look better, but not significantly enough for me to pay extra for them. if they made their way to retail and I had more money to spend on Joes, then I'd probably get them. otherwise, I'm satisfied with the CP Red Star and the CP / Arctic Scrap Irons that I have. thanks for sharing.

Great minds must think alike indeed! :)
And I think if Res Baroness does come out, it will be different in color. While the blue does match the Cobra Commander, it's supposed to be more of a grey to match Destro. And I hope they paint her face too. The one I have is so pale (and her eyes aren't painted under the glasses). She really looks like the terminator!
She is loaded with some great new weapons though - one of which resembles Gung-Ho's in the toon. I hope a proper release, whenever it may be, will include all those guns!

I posted this on another thread about this updated Scrap Iron, but I feel that what I said works here as well...
"Why oh why does Hasbro keep missing the boat on Scrap Iron?
I like the fact that they gave him Airborne's arms with the pads, as well as Airborne's upper legs, but why use his lower legs as well. I know that the ARAH Airborne and Scrap Iron shared the same parts, but there are other parts out there that match these ARAH figures much better. The lower legs and feet on the comic pack Scrap Iron that are from the Cobra Officer and Trooper resemble the ARAH Scrap Iron and Airborne much better.
As far as using Shipwreck's torso for this new version of Scrap Iron goes I like the choice. I just hope that they paint part of his skin red to give him the appearance of the undershirt that his ARAH counterpart had.
I really hate when Hasbro doesn't combine all the parts correctly to recreate the original ARAH look to these modern figures, especially when they already have these parts available. Nothing new would have to be sculpted in order for them to make a pretty perfect Scrap Iron figure.
Hasbro just stop for a second and look very closely at every figure you wish to make that is an updated version of an ARAH figure. Try to find all of the parts that you've already sculpted that would closely match the original part you are trying to re-create. You see that a figure like Scrap Iron came with boots that had laces on them. You have other modern figures with laced boots. If that is the case why does this new version of Scrap Iron come with laceless boots? It's just plain lazy if you ask me. Do us a favor and give him back his Cobra Officer/Trooper lower legs, feet, and knees.
There are other figures that could be fixed using this method as well."
Sorry about the repost from the other thread I posted this on, but it just really gets to me that Hasbro can't put a decent figure together the first time around using parts that they already have the molds for.
Why bother making another version of a figure if you are going to correct one thing on it, but then mess up another?
I like the fact that they've now given Scrap Iron the same arms as Airbourne because they have the elastic wrist cuffs and the ribbed padding on the forearms. I also like that they've finally given him his red holster. I don't like the fact that they've now taken away his laced boots and black knee pads.
It's either feast or famine with these guys. I just want these figures to match the looks of their ARAH counterparts as much as possible if parts will allow that.

As for Scrap Iron, he should have come with General Hawk's boots. I wish they's cancel the 'sun darkened' Scrap Iron coming with the new Snake Trax and release this 'updated' one instead. Even with Airborne's boots it would still be better than having a figure that looked like a vintage Scrap Iron that was left out in the sun for 6 weeks.
As for those bagging on the ROC toys, I have one thing to say. "Please buy them anyway." At least the ones you think are cool enough or look like vintage counterparts, or unrelated to the movie figures (like the Night Force and Resolute figures that will be released on ROC cards). As Hasbro stated in the Q&A, the success of the ROC line will determine if the 25th and Resolute figures will have a shot at continuing. I can't afford a Pitt, but if I could I'd get one for my son and to support the line so a new Flagg can be built. Think about this, for those who say they'd pay $250 for a Resolute Flagg, Just buy the Pitt for $100 to support the line so you can get a Flagg in the future which will probably be around $150 anyway. I seriously doubt Hasbro will EVER make any toy that cost more than $150 until inflation pushes that limit.

I like them but I think I'll make some changes to SI:Use the first CP one's head and visor, paint red on his chest to simulate his red turtleneck, paint the kneepads black, and give him the first CP one's hands and lower legs. Now THAT would be closer to the original

Well, Alley Viper & Zap are. And I'm sure the Resolute figs planned in the 3 canceled waves will find other outlets in ROC, but I'm not so sure about this version of Scrap Iron & Red Star, there's a chance that these decos/constructions might be cut all together for the time being, as they do not fit the the ROC aesthetic, & we can see they already have a version of Scrap Iron coming with the ROC ATV. These 2 were definitely meant for the Modern Era in mind as improved versions before the line went on hiatus.
But this is all theory until we know otherwise.

I doubt they will be released, especially Scrap Iron who came with the ATV and also one of the WM battlestations recently. Redstar doesnt seem to fit in the modern/futuristic ROC/POC, though if they used a different body that might be a different story.

You never know, they'll probably go back to classic Joes at some point, even if it's just a 7-pack.
At any rate, I'd like that Scrap-Iron. Anyone want to sell me one for say, I don't know, $50 or so? :)

These figures were never intended to be a comic pack in ME, they were intended to be singles in the cancelled wave 16 of ME carded figures. It is unlikely at this point that these figures will ever see a release, & if so (& even if they are similar), they will not be indentical to what you see here, as once the time has past, some changes are inevitable (parts, deco, gear, etc.).
In any event, Scrap-Iron sold very quickly on ebay almost a year ago, & is the best one made to date.
Red Star lasted for a short time on ebay as well, & even returned for a very, very, brief period later on in 2009. He is also much better than the comic pack version.
Sorry, but is unlikely that you will ever see these exact versions again.

Thanks, they rock, & are 2 of the prides of my Modern Joe collection.

Meh, we'll see. While it's a possibility, I don't see any reason it's unlikely, at least in Scrap-Iron's case. I could see Red Star not getting made for whatever reason, but I wouldn't be surprised if Scrap-Iron gets issued at some point.
1. He's been popular enough for four Modern Era releases, so obviously Hasbro seems to think he sells decently enough as a character to warrant several releases.
2. Using the Airborne parts makes it relatively easy/cheap for Hasbro.
3. It's a repaint/frankenjoe that makes sense, since the original '84 figure used Airborne's parts as well.
The only real reason I could see this never getting released is if the 25th Anniversary line really and truly is dead, and we never get any more RAH characters ever.
If that happens, it's an even chance, I would say. That said my offer stands, since an even chance isn't really that good of a bet as far as I'm concerned... I might be willing to negotiate over $50 if anyone is interested!

You're probably right. I mean, I liked the part selection they used on the proposed version, but if they were going to put it into procudcion they would have done it for at least the SI that came with the MMS but he's a straight up repaint of all the previous versions.
>Sigh< Why must they tantelize us with the pictures and then take them away. It's just cruel.
I'll just have to buy the comic two pack. OH DARN!

You bring up some good points friend but regardless, there will be some changes, after this much time has passed, nothing stays 100%.

Reminders about open spots in my collection that I have yet to fill. Of the 5 in the pic, I do have a Helix proto. I'm currently trying to track down the Quarrel figure. BTW, if anyone has one for sale, I will pay good money for it.
It is a great little sub collection Steel Brigade and thanks for the reviews.

True enough, there probably would be some minor differences. I suppose as long as I get an "accurate" Scrap-Iron one way or another, I'd be happy.
One way or another, I will get this figure... eventually! It's too bad I missed out on the Ebay, I'll probably have to pay out my a$$... Oh well!

And not to many hardcore fans seem to have him today in their collections, as he went FAST on ebay.
