How does Skull Buster fit in the Cobra hierarchy

I have always loved the skull buster figure, and i wondered how he fits in the cobra hierarchy. In the comic it is like he is a hired mercenary or something along those lines, kind of like firefly.

I look at Cobra in terms of a 4 tier hierarchy.

Command Level - This would be for people like CC, Destro, Serpentor, Mindbender, Zartan, Zarana, Zandar and The Baroness.

Tenured Specialist - This would be for long time prefered Specialists like Major Bludd, Firefly, Storm Shadow (when he's a Cobra) Tomax, Xamot, Etc.

Specialist - Essentially named Cobra Troopers Claws Commander, Croc Master, Skull Buster, Dreadnoks, Ghost Bear, etc.

Trooper - Basically all nameless faceless troopers Vipers, BATS, Troopers, Officers, Snow Serpents, Eels, etc.

That's just my take anyway.
