The Resolute packs are a great starting point. The Cobra pack got the better of them for sure.

I think you could also start buying the 25th packs: there's the Extreme Environment 5 packs (the Crimson guy you have is from the desert pack, there's also an Artic pk), and the Defense of Cobra Island, that only has one non-army builder (Mindbender). These are easy to find, and very affordable.

Welcome to the tank! I think that the 30th cobra troopers are far superior to the 25th style in terms of articulation, sculpt and accessories (basically everything!) but that is just my opinion.

I troop-built the crap out of the 25th and sort of regret it now that my spending on joes has decreased and I only have two 30th troopers. But keep on rockin' and building up that collection!
