Controll of Gotham City Poll

In this scenario, the Gotham Mob, led by Godfather Bain, His Consigulari Mr. Freeze, Capos Joker and Penguin, Lieutenants ManBat, Croc, Harley Quinn, Riddler and the rest of the Batman villians has taken over the city. But, other criminal organisations are moving in on the Gotham Mob's territorys.
They are: Jabba the Hutt's Organisation, The Crimson Guard,The Headman's Drug Empire, and the Brotherhood of Evil Mutants.
Who has the best chance of taken the city, or will Bain's Mob mantain control.
