Retaliation 3 pack Roadblock weirdness?

So I picked up the ninja pack at target the other day here in Seattle, and they had the Roadblock/Beachhead/Kamakura pack, which I was about to buy, except: The roadblock was not the one on the box. It was a green and black camo with the minigun and a harness, and the 25th RB head. I checked it out and if it was a repack it was a really good job, didn't look tampered with. Anyone else seen this?

Good thing I don't work where I would deal with repackers, because I would be fired within a week.
After refusing the return and have them escorted out of the store, I would beat the living crap out of them.

Someone inserted Red Ninja Retaliation UPCs in the bubbles of 30th Ripcords they obviously bought on clearance and returned them to Target here. It took me a long time to notice it and figure out why those were scanning at $9.99 instead of clearance. There would be no way an average cashier or checkout person could've noticed it unless they understood that those figures should've been clearance-priced.

The tape looked spot on, and the fact that he went the extra mile for a roadblock figure threw me off. Not the first time I've seen repacking around here, but the first in a long time.
