So in looking at the concept vault Hasbro obviously has talented people working in the design teams. They also apparently know what many of us would like. My question is whats stopping them from becoming actual product. Is it Paramount, Is it sales, whos dropping the ball?

Not many of the concepts have anything to do with retaliation in any way. So the various execs probably demanded retalation inspired toys and cheap drivers for the vehicles. (Same thing happened with ROC/POC but at that time the design team was able to succesfully push for fully articulated drivers with limited paint apps.

Uptight suits at Hasbro have their panties in a bunch and don't think they will sell at all.......but 3-D, oversized dog penis looking spring loaded launchers and blah card art will get kids attentions and sell like mad.......once they hit clearance and still yet, might not sell at $1.03 each!

Some jackhole at their corporate office. He goes and tells retail they wont sell so by the time retail goes to order from them they wont want em so they get cancelled. Thin hes the same guy that bought 240 con sets to sell at $900 each on ebay...

It's a combo: Little budget on the part of Hasbro, and little imagination on the part of Hasbro execs, who seem only willing to greenlight the production of ludicris amounts of versions of SS, SE and the other core characters over figs that hardly have any versions.

Look.... i hate Ninjas in GI JOE but all those Beast Ninjas and the Ghost Ninja Henchman is AWESOME, i even made it into my avatar. Some of the Zombie stuff was ok too.
They need to take some chances or they need to expand the brand a bit. My idea for releasing the Ninja stuff is calling it Snake Eyes Sides Story which only deals with ninja stuff. Dont even have a Gi Joe logo anywhere, just sell it as ninja toys, people will buy it. And if they are scare... just call it Ninja Force II and have it as a wave of regular JOE toys.
Screw it, have Echo Warriors! Bring back all the craziness. It's all about having fun and putting out a good product.

I know as of now we're officially not supposed to be getting the concepts, but things change. If some things can get pushed back, others can be moved forward. A net only case, some 7pks, or something best be scheduled for production and soon. Hope is what I got.
And I'd happily pay $10 ea for the well-articked, accy-heavy Joes.

A mystical ninja world, like an alternate reality or dimension that snake eyes gets blow in into and has to deal with all sorts of super natural powers ala Mortal Kombat would friggen rule...just make it like a nightmare and he has to deal with it after being stung by a rare and potent centipede in the deep Amazon river basin while on a mission and goes hysterical while writhing in agony at a pygmy indian reservation as they try and save him....

In the end, they really are looking at what items they can sell the most of. While we (as a community) may go nuts over the "Ghost Ninja", will Little Jimmy? Maybe. That bitchin' "Aliens" looking APC? Maybe. We'll see soon enough...

I suspect that APC was going to occupy the "big" vehicle slot for Retaliation, but it got ixnayed when retail said "hell no, your vehicles sell like crap."
The irony being it likely would have sold scads better than the PIT, just like the Howler would have if it'd been released first for RoC.
Anyway, there are only so many slots per wave, and only so many waves per year. given that in most cases 1-3 slots of each wave are mandated by both Hasbro executives and the retailers to include "core characters" (though every so often they can get around this with subbing in popular troop builders, see PoC Wave 5 and 6), that leaves only so many slots for "new" stuff.
Then you factor in the pricing aspects: They only have the money for so much in the way of new parts and tooling for the year. So to keep costs down, at least 1/4 of your figures (if not more) have to be straight kitbash/repaints. That leaves basically...1/4 or so of your figures as being open for significantly "new" (at least a new head and accessories).
At that rate, it'd take 'em 5-10 years to get through that concept case for just the 30th/PoC stuff alone.
The Renegades stuff? Never gonna be seen, unless it comes out as some kinda boxed set. That ship has well and truly sailed. Unfortunately that includes the Coyote toy. On a very distant side note: I'm truly surprised we've never even so much as heard rumor of a Reactive Armor Breaker having been developed but not released. But I suppose that's just another sign of Hasbro's cluelessness in some cases. "Let's see, we've got this kinda boring Breaker figure, or we can put out this armored version that's ten times as cool and "action oriented"....let's do the first one!"

I'm sure at some point they are going to have a wave without a Storm Shadow, and they'll just throw Zombie Storm Shadow in there for shits and giggles.
Every wave does need a Storm Shadow, after all.

It is disheartening to see the blame game is working, but the illuminanti isn't to blame, it's hasbro's (and that means brand managers as well, you know the ones who are pointing figures) fault as well.
but at least the illuminanti is closer to Hasbro than anything else they have blamed, maybe one day they will take accountablity by turning the finger around,
But I think the space aliens are next.

So you think the brand manager of G.I. Joe is simply denying us figures without any input or "guidance" whatsoever by the executive chain of authority, retailer buyers, and/or bean counters...why exactly?

You seem to be confusing Hasbro with Mattel. Mattel are the folks that regularly blame the fans for everything that goes wrong.

As far as this thread topic:
There aren't really a lot of reasons on Hasbro's end that from not revisisting this stuff in the future (and to clarify, Hasbro never explicitly said a lot of this was "dead and gone", just there aren't current plans to release them).
Mostly, it comes down to GI Joe sales and retail support. Right now, GI Joe isn't supporting terribly stellar sales (hell, my local Walmart didn't even carry Joe until Retaliation). Yes, the case or two stores get sell, but retail history for Joe is that when retailers REALLY stock up...stuff tends to sit. SAw it with both 25th and RoC.
With the delays associated with the film, I don't expect "collector friendly" product until 2014, and that's assuming Hasbro doesn't push with a new, kid-centric, approach to the brand. But I would not at all be surprised if a lot of this was dusted off later.
I mean, it took them 4 years to get us SciFi after showing him as a custom in 2007!

Sadly, this is also true. GIJoe collectors are the most self-destructive fans around. There was by far enough variety shown to appease 99% of us. But if the 'Tank teaches us anything- bitches would have to bitch.

Fingers crossed for this years 7 packs. Remember the Cobra Island sets and the Resolute sets were all cancelled figures originally.

I'm sure it's been suggested in one of the millions of other JoeCon threads, but maybe Hasbro was testing the waters with showing these off? Waiting to see the fan reaction? It seems like these concepts were pretty well recieved, so maybe they might reconsider and put these into production afterall? I hope so, I'd buy pretty much all of them.
