Why no Ninja Zandar?

Master of Disguise and such, I believe Zartan as a Ninja, but wouldn't Zandar be a better choice?

Zartan and his sister Zarana have their whole disguise gimmick going on, but Zandar has an entirely different gimmick according to his file card. He can hide in plain sight. He is the master of camouflage and covert movement, just like a Ninja.

I know Roadpig was a Supersonic Warrior, for some reason, and was going to be a Ninja, again, for some reason, but it never crossed anyones mind that Zandar would be a better fit?

Even now, the poor guy only has two figures, with no one clamoring for Ninja Zandar.

I guess he's neon enough to be Ninja Force. :P

Zartan received his ninja training from Professor Onihashi, the Arashikaji's swordsmith. It was his way to get inside the clan, close enough to assassinate Snake Eyes.
While Zander could have been as well, it was at least written into Zartan's origin and played a huge role in shaping the canon.

was never a huge fan of zandar and zarana. in my joeverse they are zartan's children rather than his siblings. they also just look after the 'noks when zartan is off doing jobs for cobra. zandar ends up being sacrificed while posing as zartan, storm shadow kills him. this allows ss to get on with his life as a joe and zartan can have lower profile.
