You all have convinced me how the Cobra Security Trooper is a keeper. That said, I maintain that Cobra Industries works in the overall Joeverse. I can see Cobra Industries as a major, multinational corporation that is TOO BIG TO FAIL, and includes subsidiaries and affiliates.
From Arbco to Extensive Enterprises to Cobra Industries, I do think a major terrorist organization such as Cobra is funded by a branching mega corporation. In G.I. Joe's realm, I can envision Cobra Industries and its affiliates employing 25% of America's workforce. Because Cobra is so big, I think that the Joes and the American government are leery to outright ban Cobra as a rogue organization.
Adam Decobray is the official CEO, and only a handful of people know he doesn't actually exist. Extensive Enterprises is an investment and corporate strategies affiliate for Cobra Industries; M.A.R.S. makes groundbreaking weapons and defense systems.
I love the idea of Cobra being a rogue organization, with a legitimate face in the corporate realm; and a sinister face that terrorizes corporate rivals, governments, and entire nations. When you think about it, Cobra Industries is not so outlandish; and it would explain how Mercer/Mercenary is allowed to join the G.I. Joe team.
While we collect Cobra toys, I think that a great number of people in America would actually root and support an entity like Cobra. Cobra Commander embodies some of the greatest elements of objectivism; and Ayn Rand would be proud of him!

Good point. I would go so far as to say that Cobra is representative of typical corporate practices found in many industries, rather than a rogue corporation.
