It's MOC, but the card is not what I'd call mint, as there is a slight stress crease on the front of it. Still sealed, so it's great for openers, or anyone not too strict about card condition.
Cost ($6.40 with sales tax from Target) + shipping (+ fees if you pay with PayPal, just cost + shipping if you send a money order), which will be cheaper if you want it shipped loose (in bubble removed from card with file card).
