I got the World Peace Keepers walls which are similar so the answer is yes.

Price & compatability would be very important.
The example you have would need an enviroment build around it, However in 1/18th you could have enviroments that are big enough for multiple figures.

I think it is clear that people like dio scenes based on the reception of the Walmart exclusive battlestation sets. Although the SE/SS temple thing was overpriced and didn't sell until it was greatly reduced in price.

Also, like VideoViper mentions, the PTE stuff seems to get praise even if the detail on them is not great.

I would love Sideshow to make 1:18 versions of their scaled environments. If it weren't so expensive, then I'd say you could certainly use the 1:6 scale Arashikage Temple as is for your Ninja figures.

It's definitely something I would consider. It'd be neat to have a cooler way to display some of my figures. One of my oldest son's friends (age 7) called my Joe room a "museum" one day.

I believe the OP showed a 1:6 scale in the first post, but I would definitely be interested in 1:18 scale environments indoor/ outdoor. I don't care who makes and markets them, be it Hasbro or someone else. If someone could get some nice sets going at reasonable prices I think a lot of Joe fans would be on board.
