This figure is based on the GI Joe cartoon episode "Sink The Montana". No one was ever officially established to lead Cobra's Naval forces, other than possibly Copperhead. But, to me Copperhead, just doesn’t seem fit for such high command, I see him more as a squad leader. Oddly enough the perfect Cobra admiral was established as a one off character in the cartoon. I planned to make him for a very long time waiting for the right parts. Hasbro made this one easy by providing the new comic pack Cobra Commander, saving me from painting a CG. I originally planned to use Red Star's hat and a different head, but the Red Star head looks so much like the character in the cartoon, I decided to use the head as well. Also, since I do not have a Red Star, it doesn't really mater. So here he is with a new updated file card.

Admiral Latimer
Commander of Cobra’s Navel Forces

Admiral Latimer had a long and distinguished carrier in the US Navy culminating in his command of the Battleship Montana. In his personal life he was happily married with one son following in his military footsteps and becoming a Navy seal. However, when his son was tragically lost in a “peace keeping” mission, Latimer was heart-broken, and blamed the US military for his disappearance. Regardless, he continued to serve his country. However, after a very public sex scandal involving female Naval officers culminating in a messy divorce, Latimer was forced into early retirement by the Navy. Angry, alone and humiliated, this was the last straw. Latimer contacted Cobra in an attempt to defect with his battle ship during it’s retirement ceremony. This plot was disrupted by the GI Joe force, who sank the Montana and Captured Latimer, but not before he could bombard several coastal cities causing massive damage and many civilian deaths. Admiral Latimer was court marshaled and sentenced to death for high treason. While awaiting his sentence in a high security military prison, a Cobra force led by the Elite infiltration team the Night Stalkers attacked killing all the guards and prison personal. While securing Latimer was the main target of this attack, hundreds of other military prisoners were released as well and given the choice to join Cobra or be killed on the spot. Needless to say most are now counted among Cobra’s legions. Admiral Latimer is the highest ranking US military officer to successfully defect to Cobra, and is a personal sore spot for many of the GI Joe team. His intimate knowledge of US Naval procedures and tactics makes him particularly dangerous, and because of this Cobra has given him full command of their naval forces.

Thanks everyone for the nice comments. I actually painted the tiny cobra symbol. The plan was for a decal, but the spot is so small it just wasn't working, so I thought, what the hell I'll try it. Under a magnifying glass you would see it is very crude, but to the naked eye it really does look like a tiny cobra symbol. I was very surprised by how well it came out. Honestly I think it was 90% luck. I don't know that I could ever get the same result again.

Howd U get the mini Cobra Logo on hat?

I love it, I might use a similar idea to make a Cobra Admiral (or two). One thing I might have done is kept the sword sheith for Cobra Commande but maybe swapped it out for a different sword... as to me even though possibly outdated, as sword is very impressive on a command officer.

Ideally (if I had a ton of money), I'd love to get 3 USS Flaggs... one for it's original purpose and two to modify into Cobra carriers.

basically in my Joe Universe the Cobra Civil war never got resolved and Cobra Island was split into two nations. North Cobra Island, ruled by Serpentor (and a recognized member of the UN, following off of Serpentor's legitimizing in the comics, culminated in getting support of the GI Joe team during the war as a constitutional monarch) and south Cobra Island controlled by the Commander (yes the real commander came back and capped Fred, which is effectively what brought the war to a close).

not to highjack a thread for an awesome custom, but what designations would you give naval vessels in the situation I outline. I think CCS (Cobra Commander's Ship) for south cobra and HIMS (His Imperial Majesty's Ships) for North Cobra Island.
