Were any Wave 3 Zartans produced WITHOUT the color change feature?
What i'm wondering is if lack of the color change blurb on the card means the figure does not change color?

I know that some Zartans were produced without the color change blurb on the card.
Were any figures actually produced without the color change feature though?

Yes. I have at least 1 that changes color. Mine are on the card, though. 3 versions of the card; printed logo, sticker logo and no logo at all.

They made some that do change color and some that don't and mine did not say anything on the card but changes color

To be more accurate, and handful of the later run Zartan figures ended up without the ability to change color. These are PRODUCTION ERRORS, NOT VARIANTS.
In addition, Zartan's card was available with the printed "color change" blurb, with the blurb as a sticker, and some figures were shipped to stores without the sticker at all.
As far as I am aware, the only true variants on Zartan are:
Printed "color changing" blurb
Stickered color changing blurb
And later run figures had modifications made to their crotch for additional mobility.
Outside of these, any other Zartan figure should be considered a production error.

Which means there are fewer of the production error figures made then variants, so they are worth more. Of course the super collecters won't think so.

I wouldn't even consider the Color Change caption a variant of intention. Just a production variant based on factory goofs.
But to list all the possibilities:
Printed color change caption
Sticker color change caption
No color change caption
any one of these three cards in combination with any one of the following figures:
Color changing cace and neck
Color changing face
Color changing neck
No color changing paint applied
Best I recall, there were even a few where the neck always had hints of green in the creases.
To the best of my knowledge, there didn't appear to be any reasoning or pattern to the combinations. We never even determined which cards were produced when.

Well I had the same question during SDCC this year. The response was great it does cost Hasbro money to make the color change effect. But as it was a get figure and people do love him they rolled with it. The ones lacking are a production error. But none of that battle damage wet shit we saw in the mid 90's will be comeing out.
