It seems like I have to register to that site in order to either download or view the game. Am I missing something?

Do you have an example of this game being played that I could learn from? Most games have instructions, but I don't really see any on the 4 or 5 pages you've shown so far.

Also, where can I get the "action figures" I need to play this game with?

Scheduling rounds of live action Covert Ops is a hassle when the train schedules run weird. Sometimes you get boxcars full of players, sometimes nothing.
