These are being auctioned by Roger Slifer, a writer on the original series and Sunbow's supervising producer for G. I. Joe Extreme.
There's no minimum bid and no reserve, check them out here:

Heritage Auctions are a JOKE! Do not trust these scam artists.
I bought a bunch of scripts/storyboards from them from the Friedman auctions, including the Arise Serpentor Arise set. No problems there 'cos they cost a fortune.
This time, Roger Slifer's storyboards didn't go for the same prices and after the close, they rescinded the lots. I got my money back, but that's not the point. Obviously, they didn't like the prices and instead of putting reserves, they simply waste everyone's time and then days later say - sorry- no sale. It's a shame 'cos the fans should get to see these storyboards. But... since they have no ethics.. they rescinded the sale.

I hate it when people do things like that. If you take a loss, man up and take the loss, don't then go "nuh uh, I'm not selling"
I haven't been to many auctions but I assume if you're even somewhat professional you have a decent starting bid to have the bidders start at
given that I see this on a Revenge of Cobra storyboard lot:
Sold for: Not Sold
Auction Ended On: Aug 18, 2011
Item Activity: 7 Internet/mail bidders
378 page views
I have to assume that if they had 7 bidders, the item should have sold.
The description even mentions the Arise, Serpentor Arise auction:
G. I. Joe: The Revenge of Cobra Miniseries Complete Final Storyboards Group of 5 (Marvel, 1984). The second Joe miniseries "The Revenge of Cobra" had the working title "G. I. Joe II" and preceded the regular cartoon series. Each of these five (photocopied) packets is .75" thick and covers one of the five installments. A similar set (though from a miniseries that came out two years later than this one) sold for $3,346 in a 2010 Heritage auction. This may well be the most desirable of the Joe items offered here!

It's also just not accepting that this is the market price. Stop scamming Joe fans thinking every storyboard should go for $1000. It's a xeroxed copy- not the original.

The Revenge of Cobra storyboard lot sold, it was invoiced & paid for. Then the lot was rescinded. All of the Joe lots sold. I got the Revenge of Cobra set, the Money to Burn board, and the Gamesmaster. Gamesmaster sold for the most- $500. The Revenge of Cobra one sold for $240. All apparently not enough for Mr Slifer's liking 'cos they all were rescinded.
It just makes me mad- if there's a minimum put a minimum. Don't just list 'em then pull them after the fact if they don't like the price.
