Why of all issues after the cancellation of the series was this issue chosen to be reprinted?

I bought it as a kid because it was a GI Joe Special only to open it up and it be a reprint of an issue I already had.

Because Todd Mcfarlane drew it. he got fired off the project for incompetence, but then became a big star, so marvel reprinted it for a cash in.

Was it hyped up as such? That it was drawn by him? I was 11 at the time it came out and only knew him because of spawn but where I bought comics they never carried Spawn at that point. Still seems weird.
