I was looking at my Wild Bill and the silver on my backer card is almost a mirror chrome finish as most all other cards are a brushed alluminum. Hmmm. Anyone else notice this on theirs? Do we think this is a package variant or not?

Sounds like you're describing the embossed cards.
There's been a lot of discussion around these new embossed cards. This will be going away with the new Cartoon Series packaging. (white borders & text). But for now there seems to be several cards that have either been changed or re-issued as filler waves that have the silver parts embossed vs. brushed metal looking. I passed on an entire section of embossed scarlet, duke and others because I'm not sure they're a worthy variation. There's no change to the figures themselves.
I'd love to hear other's opinions. I collect my figures and keep them MOC. I've thought about buying the embossed ones and returning the dull ones. Again, not sure it's worth the hassle.

I bet it has something to do with the way the silver is applied at the factory. Maybe different amounts of pressure applying the silver. Like random.

yeah i don't think it' anything to sweat about, few months ago someone said it could be when they reload the chrome satmping band it comes out stronger the first ones around
