Wave 8 and beyond...

So how does Hasbro decided if the package gets the "As seen in the comics" and "...in the cartoons"?
Wave 9 has characters from 85 and Gen.Hawk. For example Hawk comes with from the cartoon, but he's new uniform was more part of the Marvel storyline.

They could go with the who appeared first theory. I know that some characters first showed up in the comics and some in the cartoon and some around the same time. Maybe this should be a question for the Joe questions and answers session thats coming up.
