That is wild, man! It looks like a Dr. Mindbender clone that didn't quite come out as well as was hoped for (after the original died in the hull of the freighter when Cobra Commander deemed him a traitor and had him sealed in it, and then buried)... Anyway, whatever his story, that is pretty darn cool!
