Best? Hmmm... I would recommend Behind the Mask if you are not a big fan of first person. It mixes it in with third person stuff. And, well, it's just a fun movie.
Others from that list that were quite clever are:
Septem8er Tapes - Takes place right after 911. Guy is searching for Osama. I liked that one much better than Blair Witch. It had a real documentary feel.
Welcome to the Jungle - That one got me good as I didn't know anything about it and it freaked me out towards the end when it just went crazy. Would not recommend it if you want a lot of action since the movie reveals itself very late. It suffers from the same problems as blair witch because you just get aggravated with the characters before the big "scare".
Alone With Her - Shot entirely with static "big brother" style cameras. Might be the better on the list if first person usually makes you nauseous. Colin Hanks is freakishly good in that one.
My Little Eye - Also shot big brother style, it's premise is that of a reality show gone bad...way bad. I think I mostly liked that one because it had the girl from Cleopatra 2525.
