The pictures of the boxes have a little sign on them that says something like: compatible with 3 3/4" figures. It is so obvious that this particular helicopter/aircraft is so similar to the S6 Dragonhawk... I think they're intentionlly trying to market these vehicles to collectors of other toy lines.
The movie's main character is a U.S. Marine (from what I've read on Wikipedia). So the toymaker tries to figure out a way to make more money... "what if these Avatar toys could also be marketed and sold to Joe fans?"
I don't think the Avatar figures are supposed to be very good, but I haven't really seen a good picture of them. I don't know how articulate they are. If they the same size as Joe, I may pick some up on clearance to use as Terrorists. I did that with Indiana Jones.
But that's eventually what happens with most movie toys. They end up on clearance, and the toy company's profit margin takes a significant hit. I think this toy collector is specifically trying to make sure that doesn't happen with the vehicles, which cost more to produce. The figures are probably cheaper to make, but if they can sell a lot of vehicles, it may work out well for them.
