Yes, clearly based on the positioning of the figures at one Wal-Mart store, the line is a complete failure. Then again, anecdotal evidence is no evidence at all. We've got a poster that's pulled the numbers straight from Target's system to tell us RoC toys are selling extremely well at that particular chain. My particular Wal-Marts still have RoC in a prominent place in the regular toy aisle (right alongside Star Trek toys that are still on the main aisle, too...though Terminator stuff has been moved to clearance).
Of course, it probably doesn't help Wal-Mart that they apparently decided to wait until everyone else had the figures for a month before they even bothered to put out their first assortments.

I think the Indiana Jones line had a few problems as a toy line that Hasbro simply didn't think would hurt the line as much as it did.
First off, if you've got one Indiana Jones figure, you've pretty much got them all. Sure, there might be some slightly different accessories or a few costume changes you can throw in there, but by and large Indy wears pretty much the same outfit in three of the four movies (Temple of Doom being the exception). As the line's only real "core character" he was going to get old fast.
Secondly, most of the films that figures were being made for hadn't been in theaters in two decades or more. Kids have no real connection unless they've seen it on DVD, and even then it might not really have stuck with them to the point of getting them to want "Monkey Man" toys.
Third, Indiana Jones is not a very visually interesting line. Generally it's dominated by drab colors and a lot of characters that kind of look the same.
Last, and perhaps most importantly, Indiana Jones had a distinct lack of colorful, interesting bad guys for Indy to fight (and a lack of character selection in general). Most of Indy's villains don't have much depth or development.
The worst part was that Hasbro launched the Indy line as though it already had a large collector base in-place, which wasn't really there. I think they thought all their Star Wars collectors were going to hop on the Indy line like white on rice, but it just didn't happen.
Anyway, I think G.I. Joe can successfully avoid many of the things that made Indiana Jones so lackluster. The only real potential problem is the lack of "visually interesting" but after seeing the Pursuit of Cobra stuff, that doesn't seem to be a problem for Hasbro moving forward. It almost seems like they were just kinda cranking out the movie stuff to get it out there, but once that initial period wears off they could go crazy with new designs/updates.
