So I could see where the Joes realized they needed some expertise in that field and brought Shockwave and later Wide Scope on board.
Delta Force and SEAL Team 6 were the pioneers of CQB in the 80's. They learned a lot from the SAS, but Col. Beckwith brought in experts from all over the world to teach them different specialties (Demo, lock picking, CQB, etc.). SWAT teams were probably regular consultants on this type of training, but they weren't just turned into members of Delta. I would think the Joes could have some kind of "pipeline" program, like the 18X program for Special Forces, to fast track certain specialists for Selection & Training. But that would mean that someone like Shockwave or Widescope would have had to have enlisted and gone through basic military training, MP school, and Airborne Training.
