The reason we've probably seen the BMF, Turbo Tank, AT-AT and AT-TE (or whatever it is) is probably because Lucas has been pushing Hasbro to make the bigger vehicles.
I'd be surprised to learn that Lucas has never once asked Hasbro "so when's the Death Star coming?", and Hasbro being the toy production company probably has a ton of market research that convinces Lucas that it's not a viable thing to do.
Lucas won't back a money-loser.
Star Wars is also Hasbro's best-selling product line, and often the brand where they "test" concepts for other lines. Almost everything we see on shelves for RoC now has roots in products started in the Star Wars line. We wouldn't have the Pit if the AT-TE and BMF hadn't sold reasonably well, for example.
Even the "combiner" Transformers are far from "proof of concept" for a "build a playset" on the scale being discussed here. Buying 5 action figures that make a bigger action figure is a heck of a lot different from buying 5-7 playsets to make one giant playset. It costs a lot more, for starters.
Most parents are not going to buy into the "modular playset" side of things, either. To most people they'll look like unfinished toys or nothing more than diorama pieces, and be overpriced for what they are (another reason we'd likely end up never seeing the "tail end" assortments).
