The JSOC units seem to play loose with regimentation labels. In addition to your SFOD-D example, DEVGRU is the same way. It's nominatively a "group" (which technically, should be the size of a regiment... approximately 1500 to 3000 men) but in it's earliest incarnation as SEAL Team 6, DEVGRU only consisted of 90 men (75 enlisted men and 15 officers)! The latest unofficial numbers state that DEVGRU has expanded to about 300 personnel (which includes everything from combat teams to support/service support personnel and SWCC detachments).
The 24th Special Tactics Squadron is even more loosely organized from what I've read. Sub-team composition is always mission-specific (I think this is partially due to the extremely specific nature of STS member duties) and unlike Delta or DEVGRU, their basic unit of organization isn't based on the fireteam model but is based on the variable 3, 4, or 5 man teams that Pararescue, CCT, and Combat Weather units employ.
