Why not two bases? I think keep Ft Hama out West, but they could easily make use of what ever facilities are necessary.
There would have to be various teams tied to certain regions or operating with foreign elements or stationed at existing facilites or embassies.
To be closer to the action:
I see a Flagg stationed in the Indian Ocean.
Eventually a permanent Airbase would need to be established but this would be a job for the regular Army and the Airforce. (ie Da Nang)
Then two Artillery bases, with smaller bases that would be for training locals. (Camp Carroll and the Rockpile)
But if the joes were the first team in, Sky Patrol (about 20 men)would be dropped behind enemy lines somewhere where there is high ground, and lots of visibilty. And dig in.
Then like issue #24 they would drop in the HQ modular system and some artillery and Whirlwinds. Bulldozers and engineers (Tollbooth and Hardtop) would be dropped in to build a small airfield and Helicopter landing area. At this point the rest of the force would be brought in to help finish construction and establish the perimeter and start patrols if they are that close to the action.
This way alot of equipment gets used. Heavy Armor may be out.
