Sure it does, and I gave reasons why. Sketches or published art, we're discussing Jim Lee as an artist. He doesn't turn off 10-15 years of development just because it's a sketch. Conversely, he doesn't somehow dumb down his published work because it's not for a private collection. He brings his A-game every time he sets pencil to paper.
The only main difference between the sketch above and his usual published work is that Scott Williams didn't give this sketch the polish that the printed material sees.

And like I said earlier as well, this is all probably just splitting hairs. If your main point is that his style hasn't changed, I'd agree that on the surface you can still see a Jim Lee drawing from a mile away. My opinion is that the style has changed because the structure and draftsmanship have improved. It's not a change in the sense that his work looks like Alex Ross or Mike Mignola all of a sudden, it's that he's a better, stronger, faster Jim Lee.
