Yeah, here's a putative list of the characters I'm considering for Action Force and the special operations-capable services and nations they'll be representing:

I won't be making images and filecards for all of these guys though. A lot of them are redundant, and I can't really work up enough interest to devote that much time doing research for some of the ones that aren't all that unique or interesting at first blush (I'm thinking of making it light/reduced platoon-sized or smaller, about 20 personnel, since they'll just be international counterterrorism advisers/technical leaders working with NATO and the UN and occasionally with GI Joe, and not really a stationed permanent force like GI Joe).
I'm also thinking of totally redesigning some of them... I think some of the best international spec-ops units are un-represented in the pre-existing Palitoy Action Force roster, namely Israel's
Sayeret
, the Philippines'
1st Scout Ranger Regiment
, South Korea's
707th Special Mission Unit
, and South Africa's
Special Forces Brigade
. You'll note that these units come from countries that have long-standing civil wars/local insurgencies/internal defense conflicts, so their special operations-capable units are always in a constant state of battle-readiness and re-training. They might not have the same technology as their North American, European, and Australian counterparts, but their practical and proven battle experience, in my opinion, more than makes up for it.
I can also probably use some of the Argentinian/Brazilian GIJoe variants (e.g., Glenda, Baioneta) as representatives of Argentinian/Brazilian special operations forces.
